As an enchanter, Lulu can protect her allies with heals and shields, but she can also damage and slow her enemies as well.

Lulu is an AP-only champion in League of Legends. Her abilities only scale with Ability Power, and their values can be increased by building AP items.
Even Lulu’s shield takes up to 60% of her total AP to block even more damage. Lulu can go for a support-AP item build or a full AP build.
Lulu is an interesting case because 2 of her abilities can be cast either on her and her allies or her enemies.
To be precise, Lulu’s W grants Movement Speed and Attack Speed if cast on an ally champion, but if cast on an enemy, it polymorphs them instead.
Similarly, Lulu’s E is a point-click damage ability if cast on an enemy but a huge shield if cast on an ally.
Nonetheless, all of these effects scale with Ability Power, no matter whether Lulu casts her abilities on teammates or opponents.

How does Lulu scale with AP in League of Legends?
Passive – Pix, Faerie Companion
Pix assists Lulu with both abilities and basic attacks. When Lulu auto-attacks a target, Pix 3 bolts to that target.
Each of Pix’s bolts deals 5 − 39 (based on level) magic damage, plus 5% of Lulu’s bonus AP.
In total, Pix deals 15 − 117 (based on level) magic damage, plus a 15% bonus AP every time Lulu attacks someone.
Q – Glitterlance
Lulu fires a magic bolt in a targeted direction, dealing 70 / 105 / 140 / 175 / 210 magic damage, plus 40% AP.
Pix mimics Lulu’s magic bolt, dealing 49 / 73.5 / 98 / 122.5 / 147 magic damage, plus 28% AP.
If an enemy is struck by both bolts, they only receive 25% damage of the second bolt (no matter if it’s Lulu’s or Pix’s).
W – Whimsy
If Lulu casts Whimsy on an enemy champion, she polymorphs them, disabling them for 1.25 / 1.5 / 1.75 / 2 / 2.25 seconds.
And if Lulu casts Whimsy on an ally champion, she grants them 25 / 27.5 / 30 / 32.5 / 35% Attack Speed and 30% Movement Speed, plus 5% per 100 AP for 3 / 3.25 / 3.5 / 3.75 / 4 seconds.
E – Help, Pix!
If Lulu casts her E on an enemy champion, she deals 80 / 120 / 160 / 200 / 240 magic damage, plus 40% AP and sends Pix to the target for 4 seconds.
And If Lulu casts her E on an ally champion, she shields them for 80 / 120 / 160 / 200 / 240 damage, plus 60% of her total AP. She also attaches Pix to them for 4 seconds.
R – Wild Growth
Lulu’s Wild Growth increases the size and health of a targeted ally by 300 / 450 / 600, plus 50% of her AP. It also knocks every enemy around her target up in the air.

Lulu is probably one of the most diversified support picks in the game. You can play her bot, mid, and top with no problem, as long as you know her strengths and weaknesses.
And although she can work with AD, I’d strongly suggest you play her with her regular AP build. AD doesn’t improve her abilities, but only her basic attacks.
